Trump's Progressive Alarm Overlooks Europe's True Threat: Technological Decline.

Donald Trump's security policy document presents a flawed view of the European Union. It claims that open-border policies and so-called "woke" policies represent an existential threat to European civilization. Yet, this perspective rests on a fundamental misreading of the reality. The true challenge confronting the EU is not cultural but technological and economic backwardness.

A Glaring Growth Gap Separating the US and Europe

Statistics paint a stark picture. Between 2008 and 2023, US GDP surged by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the EU. Over this period, European income per person dropped from 76.5% to just 50% of the US level. Remarkably, even the poorest US state now has a greater average income than several leading European economies like France and Italy.

Today, roughly 50% of the world’s top fifty technology firms are US-based, while a mere four are European.

The Technological Deficit: The Core Problem

This widening disparity is driven by stronger productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The landscape of world technology leadership is decidedly US-centric. Over the past five decades, 241 US firms have scaled into enterprises valued at over $10bn, versus only fourteen in Europe.

This disparity prompts a vital question: In the race for tomorrow's sectors like AI, semiconductors, and fusion energy, what is Europe stand? Experts widely agree it is essentially a two-horse race involving the United States and China, with Europe starting at a clear handicap.

Underlying Factors of the Continent's Innovation Gap

A number of key reasons account for this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and agile network for financing new ventures. The EU still lacks a genuine capital markets union, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Complex and divided rules hamper Europe. A American entrepreneur can introduce a product under one set of laws to access a market of over 330 million. The EU, despite a larger population size, is divided among twenty-seven separate systems, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In some EU nations, a startup's collapse was historically viewed with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in defense has weakened its capacity for breakthrough innovation.

A Path Forward: Grounds for Hopefulness

Despite these hurdles, one can find causes for hope. European leaders are growing more conscious of the severe threat and have begun to advance serious reform. Notable reports on EU competitiveness and the single market point to the need for sweeping reforms.

With the right incentives and regulatory reforms, these assets could support far greater levels of business-led breakthroughs.

The continent still possesses significant advantages: skilled workforce, excellent schools and universities, and premier labs. Alongside a vast domestic consumer base and substantial household savings, these elements have the potential to unleash a surge of venture creation.

Importantly, even if the EU does not take the lead in developing cutting-edge technologies, it can still significantly boost productivity by implementing and tailoring advancements from other regions.

An Inflection Point

The European Union now faces a critical crossroads. As the saying goes, economic erosion often happens "slowly, then all at once". To date, the continent's technological decline has been gradual. However, without bold steps to tackle its deep-seated problems, today's gradual weakening could turn into a rapid and permanent loss of world influence.
